A valid scratch card is one issued by Hai Ha Confectionery Joint Stock Company according to the registered template filed with the Vietnam Trade Promotion Agency – Ministry of Industry and Trade. The card must remain intact, not torn, patched, or erased, and the “do not scratch” section must be untouched.
